Questions for a digital transformation partner.
Make the proposal easier to evaluate.

Ask how the problem will be defined.
A proposal should explain how the team will understand users, existing systems and business constraints. Ask which decisions must be made before a delivery estimate can be trusted, and what evidence will resolve them.
Look for a clear first scope. An ambitious roadmap is useful when it is connected to a release that can be reviewed, tested and operated.
Ask what the business will own.
Discuss source files, content models, data access, integrations and documentation. Clarify who can edit routine content and how the business can correct a record or recover from a mistake.
Ask how changes are reviewed and approved. The same question applies whether the work is executed by a specialist team, an agent or a combination of the two.
Ask what happens after launch.
Identify the team responsible for monitoring, maintenance and the next set of improvements. A handover should explain the system well enough for the operating team to use it.
Compare proposals using the same expected outcome and acceptance criteria. A lower headline price is hard to interpret when responsibilities, content migration and ongoing support are described differently.
